<br />The regular semi-monthly meeting of the Elk River Village Council was called
<br />to order by Mayor Bartelt on JUly 19, 1971, at 7:30 pm in the Council Room of
<br />the Village Office Building. 'Members present were Mayor Bartelt and Councilmen
<br />Hudson, Syring, Konop and Otto.
<br />
<br />The minutes of the July 6, 1971 regular meeting and July 14, 1971 special
<br />meeting were re.ad. Moved by Councilman Hudson and seconded by Councilman Otto
<br />approving the minutes as read except for the deletion :iJI:x:tim from the minutes of
<br />'the July 14, 1971 meetiiig, of tile motion changing the date of the Public Hearing
<br />on street improvements to Aug. 2, 1971. Motion unaminously carried. .DoDdiiYihrinnr

<br />The minutes of the July 12, 1971 Board of Review meeting were dispensed with until
<br />our next regular meeting.

<br />o Moved by Councilman Syring and seconded by Councilman Hudson to accept the
<br />resignation of Charles Nogle as Justice of the Peace, 'to be effective immediately,
<br />as per his written request. Motion unaminously carried.
<br />
<br />At 8:00 pm, Mayor Bartelt declared the acceptance of bids
<br />for the Vernon Avenue, Meadowvale Road and York Avenue
<br />Sanitary Sewer and Watermain construction be closed, William
<br />Mills, Village Engineer, in attendance.
<br />

<br />Discussion on leasing the Jarmollik property for a Village Parking Lot. Con~ensus
<br />of the council memgers were that the annual rental fee plus the upkeep would not
<br />compensate for the 20 to 22 cars that could be parked there.

<br />Discussion followed with John MacGibbon regarding a Public
<br />Hearing for a change of zoning for a proposed mobile home
<br />development on the Peavy land in Otsego Townshipo .
<br />1<loved by Councilman otto and seconded by Councilman Konop, to
<br />adopt a resolution opposing this development. Motion unaminous-
<br />ly carried. A copy of the resolution is attached. Mayor
<br />· Bartelt will attend this hearing to be held at: Buffalo on
<br />, Thursday, July 22 and present the resolution.

<br />At 8:30 pn, the Public Hearing on street improvements convened. Property owners
<br />Richard Arnold and Bruce Hauschultz were present and voiced no objections. After
<br />discussion it was agreeable to include as an alernate propos~~ the paving of the
<br />alley area behind Johnson Dept. Store and Coast to Coast.
