<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />January 6, 1964 <br /> <br /> <br />The regular meeting of the Elk River Village Council was held at the Village Hall on Jan 6, 1964 with <br />all members present. The meeting was called to order by Mayor Johnson. The minutes of the last <br />meeting were read and approved. <br /> <br />New members of the council, Hilmer Bartelt was sworn in. <br /> <br />Results of the Dec. election: <br />H.L. Johnson, re-elected for Mayor <br />Hilmer Bartlet, Trustee <br />J.C. Odegard, re-elected Treasurer <br />W.M. Kittridge, re-elected Justice of the Peace <br /> <br />A.E. Gongoll and Albert Bailey were present at the meeting. They asked that some blacktopping be <br />done on certain streets. The council decided to have a survey be made by Engineer Mills and have <br />estimate of the work. <br /> <br />A motion was made by Norris and seconded by Meyer that blacktop be replaced on Morton Ave to <br />Manor Place, Manor Place, and Norfolk sourth of Main Street. Also curb and gutter to be put in <br />where necessary, curb and gutter expense to be assessed to property owner. Motion carried all <br />voting in favor. <br /> <br />A hearing was held on this date regarding a change in the zoning ordinance to zone the following as <br />multiple dwelling: 242 feet east and 400 feet south of the corner School Street and Proctor Ave. This <br />was formerly zoned as single dwelling. <br /> <br />A motion was made by Bartelt and seconded by Norris to make the change in the zoning ordinance. <br />Motion carried. <br /> <br />Upon motion by Norris and second by Meyer an off sale beer license was granted to George Dietz. <br /> <br />A motion was made by Briggs and seconded by Meyer to appoint Wm. Patenaude Jr. on the Power <br />and Light Commission. Carried. <br /> <br />John E. MacGibbon was present. He made suggestions to offer his services to the village to take <br />care of all legal business including monthly meetings at a monthly salary. The village will give this <br />consideration. <br /> <br />The clerk was asked to cash in a C.D. for $10,000, and buy another for $8000.00. The balance of <br />$2000.00 with $400.00 interest to be placed in a saving account bearing 2% interest. <br /> <br />The clerk was asked to write the League of Municipalities if it is legal to allow the Chief of Police <br />compensation for meals while on duty at night. <br /> <br /> <br />
