The proposal includes interior and exterior modifications to the <br /> building. The site would also be changed to accommodate the needs of the proposed apartment building <br /> north of the site and a reduced need for parking which may include replacement of bituminous surfaces <br /> with green space. The facility would include: <br /> ■ 131 leasable storage units <br /> ■ 24 hour access <br /> ■ Complete climate control for all units <br /> Comprehensive Plan and Zoning <br /> The property currently does not have zoning approval for any use, and the Comprehensive Plan guides <br /> the property as Focused Area Study (FAST), and is zoned FAST-The Point. The FAST Plan specifically <br /> guides the area for high density housing and riverfront amenities,while the zoning includes high density <br /> residential buildings,business and professional offices, outpatient healthcare facilities, and institutional <br /> uses. <br /> Mini-storage facilities are not permitted on this site,but are supported elsewhere in the zoning code. If <br /> the Planning Commission supports the proposed use on this site, a Comprehensive Plan Amendment, <br /> Zone Change, and Conditional Use Permit would be required. <br /> Planning Commission <br /> The Commission reviewed the concept during their August 28, 2018, meeting. The Commission was not <br /> in support of converting the site and building to a mini-storage use as the FAST plan guides to property <br /> for high-density residential uses and had concerns with the proximity to the Mississippi River and <br /> possible transportation changes along Highway 10.
