<br />o <br /> <br />REGULAR EMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCI CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />4, 1975 at 7:30 PM. <br /> <br /> <br />The Regular Semi-Monthly Meeting f the Elk River City Council was called to order <br />by Mayor Lundberg on August 4, 1 5 at 7:30 PM. in the Council Chambers of the City <br />Office Building. Members present ayor Lundberg, Councilmembers otto, and Syring. <br /> <br />The minutes of the July 21, 1975 eeting were reviewed the following corrections were <br />noted the motion pertaining to th Park Board should read ordinance and not resolution <br />and the motion pertaining to Mr. fame Trask the last sentence should read "Payment is <br />being made because it appears it as caused by our bucketing the line on that street". <br />As .there were no other correction or additions the minutes were approved as corrected. <br />The Special minutes of the July 2 h, 1975 11:00 AM. and 12:00 O'clock noon meeting were <br />reviewed as there were no additions or corrections the minutes were approved as printed. <br /> <br />Bldg. Inspector Rex Oetinger met with the Council regarding what there feelings were <br />about individual business signs in the new downtown parking lot. The Council stated that <br />they wouldn't object to a community type sign but not individual business tyPe sigr:a. <br /> <br />Bob Oster proprietor of the A&W met with the Council requesting there approval to park <br />a mobile unit in the Jackson Place parking lot. The Council had no objections but felt <br />that the Merchants Association should be contacted for their approval. The City Council <br />approves a temporary approval subject to review after a one month period. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto granting the issuance <br />of a (2) two day non-intoxicating liquor license to the Elk River Lions Club for Orono <br />O Park on August 9th and 10th 1975. Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto approving Northwestern <br />Bells request to bury cable on 6th Street between Oxford and Pr~toF. Motion unanimously <br />carried by a vote of 3-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto to allocate $10,000. <br />to Capitol Reserve Account for fire truck and $7,137.00 for Public Transportation . <br />Operating Maintenance of the Planned Useage report for 1976 Revenue Sharing. Motion <br />unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilmember at to and seconded by Councilmember SYring approving the signing <br />of the Certificate of Substantial completion of the Northbound Liquor Store. Motion <br />unanimously carried by a vote of 3-0. <br /> <br />Mayor Lundberg reported on the engineering report for up grading the river bank: from <br />the Elk River Hardware to the old 101 bridge which is called Rip-Rap. The approximate <br />cost to make a cost of construction study would be between 5 and 6 hundred dollars. <br />The Counci;J.. felt that as it would benefit private business and not cities owned -.property <br />it would b,te best to invite the property owners in this area involved to attend our <br />August 18, 1975 meeting at 8:30 pm. <br /> <br />The Council discussed the Park Board appointments. Two openings are now open as a re- <br />sult of the amendment to ordinacecreating two. additional positions. <br /> <br />The City Council appoi nted Ken Nelson to fill one of the openings to the park Board <br />term being lug. 4, 1975 to July 31, 1977. <br /> <br />o <br /> <br />The Council reviewed the Chief of Police report. Council had no objections to the action <br />Chief Zerwas took. <br /> <br />Moved by 'Councilmember Syring and seconded by~ Otto approving the payment of the General <br />Councilmember . <br />
