<br /> <br /> <br /> <br />., <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE ELK RIVER PUBLIC LIBRARY <br />May 20, 1980 <br /> <br />Members Present: Mayor Madsen, Counci1members Otto, Toth, Engstrom, and Duitsman. <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Madsen. <br /> <br />2 . Agenda <br /> <br />Item 12, Next City Council Meeting Date, was added to the agenda. COUNCILMAN <br />TOTH MOVED APPROVAL OF THE MAY 20, 1980, CITY COUNCIL AGENDA. COUNCILMAN ENGSTROM <br />SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN TOTH MOVED APPROVAL OF THE MINUTES OF THE MAY 5, 1980, CITY COUNCIL <br />MEETING. COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />Mr. Duane Morda1, Mr. Ho1ger Steen, and Mr. Arnie Mach appeared before the City <br />Council requesting stop signs at the corner of Xenia and Ward. They indicated <br />that excessive car speed on Xenia and sight problems at the intersection were <br />reasons for needing the stop signs. The City Administrator indicated that he <br />and the Street Superintendent had both viewed the intersection and felt that <br />a stop sign would be feasible for that intersection, but that stop signs are <br />not necessarily means of controlling speed. Councilman Otto indicated that a <br />two-way stop sign on Xenia would be the probable solution to the problem. <br />COUNCILMAN OTTO MOVED TO ERECT STOP SIGNS TO STOP TRAFFIC TRAVELING NORTH AND <br />SOUTH ON XENIA. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />5. 1980 Sea1coat and Road Improvement Program <br /> <br />The City Administrator indicated that the Street Superintendent and City engineer, <br />McCombs-Knutson Associates, had submitted a list of street priorities for sea1- <br />coating and bituminous overlay. The City Administrator recommended that the <br />City Council authorize City staff to proceed with securing bids for completion <br />of the sealcoat and overlay program on projects listed as the first most urgent, <br />the second most urgent, and bids on each of the two bituminous overlay projects, <br />and also, as a third category, additional sea1coat projects for additional roads <br />if extra funds are available. Mayor Madsen indicated the streets were in need <br />of repair and suggested the projects proceed as soon as possible. The City <br />Administrator indicated that the County would be bidding sea1coating wo.rk for <br />the County roads and suggested that the City of Elk River request bids for <br />sea1coat of City streets on the same contract as the County. COUNCtLMAN DUITSMAN <br />MOVED APPROVAL TO AUTHORIZE CITY STAFF TO PROCEED TO SECURE BIDS ON THE PROPOSED <br />IMPROVEMENTS, WITH THE ADDITION OF SECURING BIDS FOR THE THIRD CATEGORY OF ADDI- <br />TIONAL ROADS TO BE SEALCOATED. COUNCILMAN TOTH SECONDED THE MOTION. MOTION <br />PASSED 4"""0. <br />
