., REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE ELK RIVER PUBLIC LIBRARY May 20, 1980 Members Present: Mayor Madsen, Counci1members Otto, Toth, Engstrom, and Duitsman. Members Absent: None 1. The meeting was called to order at 7:30 p.m. by Mayor Madsen. 2 . Agenda Item 12, Next City Council Meeting Date, was added to the agenda. COUNCILMAN TOTH MOVED APPROVAL OF THE MAY 20, 1980, CITY COUNCIL AGENDA. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 4-0. 3. Minutes COUNCILMAN TOTH MOVED APPROVAL OF THE MINUTES OF THE MAY 5, 1980, CITY COUNCIL MEETING. COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 4-0. 4. Open Mike Mr. Duane Morda1, Mr. Ho1ger Steen, and Mr. Arnie Mach appeared before the City Council requesting stop signs at the corner of Xenia and Ward. They indicated that excessive car speed on Xenia and sight problems at the intersection were reasons for needing the stop signs. The City Administrator indicated that he and the Street Superintendent had both viewed the intersection and felt that a stop sign would be feasible for that intersection, but that stop signs are not necessarily means of controlling speed. Councilman Otto indicated that a two-way stop sign on Xenia would be the probable solution to the problem. COUNCILMAN OTTO MOVED TO ERECT STOP SIGNS TO STOP TRAFFIC TRAVELING NORTH AND SOUTH ON XENIA. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 4-0. 5. 1980 Sea1coat and Road Improvement Program The City Administrator indicated that the Street Superintendent and City engineer, McCombs-Knutson Associates, had submitted a list of street priorities for sea1- coating and bituminous overlay. The City Administrator recommended that the City Council authorize City staff to proceed with securing bids for completion of the sealcoat and overlay program on projects listed as the first most urgent, the second most urgent, and bids on each of the two bituminous overlay projects, and also, as a third category, additional sea1coat projects for additional roads if extra funds are available. Mayor Madsen indicated the streets were in need of repair and suggested the projects proceed as soon as possible. The City Administrator indicated that the County would be bidding sea1coating wo.rk for the County roads and suggested that the City of Elk River request bids for sea1coat of City streets on the same contract as the County. COUNCtLMAN DUITSMAN MOVED APPROVAL TO AUTHORIZE CITY STAFF TO PROCEED TO SECURE BIDS ON THE PROPOSED IMPROVEMENTS, WITH THE ADDITION OF SECURING BIDS FOR THE THIRD CATEGORY OF ADDI- TIONAL ROADS TO BE SEALCOATED. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 4"""0.
