The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item l6~ - Temporary Beer License for the Rotary Club, and Item 16 3/4 - Liquor <br />Store Update, Computer Update and Utility Commission, were added to the May 7, <br />1984 City Council Agenda. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MAY 7, 1984 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />3. Minutes <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MINUTES OF THE APRIL 16, 1984 CITY <br />COUNCIL MEETING. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />4. Open Mike. <br /> <br />No one appeared for this item. <br /> <br />5. Barton Sand and Gravel License Update <br /> <br />Mayor Hinkle indicated that the Barton Sand and Gravel license update would not <br />be considered as Barton has requested more time before appearing before the <br />City Council. <br /> <br />6. Road Standards and Policies and Acceptance of Necessary Improvements to 2l8th <br />Avenue NW <br /> <br />Mayor Hinkle indicated that at the April 30th meeting, the City Council met with <br />residents on 2l8th Avenue regarding the status of their road and the acceptance <br />of the road for City maintenance. Mayor Hinkle further indicated that Mr. Phil <br />Hals, Street Superintendent, prepared an estimate of costs for improving 2l8th <br />to an acceptable Class Five standard. Mayor Hinkle indicated that the total <br />estimated cost is $2,050.00, which would involve the hauling of Class Five <br />material and the grading of the road surface. Mayor Hinkle <br />further indicated that in the City Council's discussions, it was the consensus <br />that Resolution 83-11 would be amended to include language which will allow the <br />City to accept gravel roads for maintenance when the necessary improvements have <br />been made and a petition has been submitted, and only when the road has been in <br />existence ~fore January 1, 1978 and there is more than two homes. Mayor Hinkle <br />indicated that the specific improvement to 2l8th would be assessed and there <br />would be a public hearing prior to the assessment. Mayor Hinkle further in- <br />dicated that the City must receive a petition with at least 51 percent of the <br />homeowners' signatures. Mayor Hinkle indicated that the procedure for the <br />
