<br /> <br /> <br /> <br />REGULAR 'WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />APRIL 25, 1983 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt, and <br />Gunkel. <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle <br /> <br />2. American Public Works Association Conference attendance for Street Superintendent <br /> <br />The City Administrator informed the members of the City Council that the <br />Street Superintendent had requested permission to attend the American Public <br />Works Association Conference in Brainerd, in May. The Administrator indicated <br />approximate cost of the conference would be $150, and the costs were budgeted <br />in the 1983 budget. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE ATTENDANCE OF THE STREET SUPERINTEN- <br />DENT AT THE AMERICAN PUBLIC WORkS ASSOCIATION CONFERENCE IN MAY, AT BRAINERD. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Cable Communications Joint Powers Agreement <br /> <br />The City Administrator presented and reviewed, for the City Council, a Joint <br />and Cooperative Agreement relative to Cable Communications and~theformation of <br />a Cable €ommissiQu:_ n involving the City of Elk River. The City Administrator <br />informed the Councilmembers that to date, four Joint and Cooperative Agreements <br />have been returned to the City of Elk River from the Cities of Buffalo, Big Lake, <br />Monticello, and Cokato. The Administrator indicated that by approving the Joint <br />and Cooperative Agreement, the City Council would be agreeing to participate in <br />a Cable Communications Commission involving the aforementioned cities, and possibly <br />other cities at a future date. Because of the nature of the Joint and Cooperative <br />Agreement, the Council action of approving the agreement would not result in the <br />delegation of any decision making power to the Commission, inasmuch as each of <br />the respective City Councils which are a party to the Agreement retain all of <br />their decision making authority. The City Administrator also recommended that <br />he be appointed as the City's representative on the Cable Communications Commission. <br /> <br />The Councilmembers generally discussed the Agreement presented by the Administrator, <br />and questioned the Administrator regarding the amount of time involved, and the <br />priority attached to participation in the Cable Communications Commission. The <br />Administrator indicated that it did not appear that the Commission functions <br />would involve a significant amount of time, and also indicated that it would <br />not interfere with other normal functions of the City Administrator's office. <br /> <br />Councilmember Duitsman questioned the priority of the Commission activities, <br />specifically as it related to participation in the Minnesota Star Cities Program. <br />The Administrator informed Councilmember Duitsman that the Minnesota Star Cities <br />Program was of a higher priority, and would in no way be negatively affected by <br />participation in the Cable Communications Commission. <br />
