DATE: July 22, 1997 SUBJECT: Request by Guardian Angels for Comprehensive Land Use Plan Amendment, Zone Change, Preliminary Plat and Conditional Use Permit, Public Hearing Case No.'s LU 97-2, ZC 97-4, CU 97-20 and P 97-12 Overview Guardian Angels have submitted development plans to the city for their property which lies in the northeast corner of Joplin and Highway 10 • adjacent to Lake Orono. Staff has met with Guardian Angels on several occasions to discuss the issues associated with development of this site. As mentioned above, the property is adjacent to Lake Orono and therefore, is subject to the Shoreland Management Ordinances established by the department of natural resources. Applying the Shoreland Management Ordinances will have noticeable impacts on the proposed plans by Guardian Angels. Therefore, staff had recommended to Guardian Angels their item be postponed from the Planning Commission to allow time to work through these initial concerns. Guardian Angels has requested they remain on the Planning Commission agenda and have an opportunity to present their items to the Planning Commission. Staff has not prepared a report nor recommendation for the Guardian Angels applications, since there are changes that will have to be made to the plans when the Shoreland Ordinance is applied. Attached are the development plans which Guardian Angels have submitted to this date. At Tuesday night's meeting, staff will be prepared to update the Planning Commission on the status of this project and Guardian Angels will also be in attendance to address the Planning Commission. • 13065 Orono Parkway • P.O.
