The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item ll~ - Property for the Water Tower, and l4D. - Traffic Control on School <br />Street, were items added to the January 21, 1985 City Council agenda. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JANUARY 21, 1985 CITY COUNCIL AGENDA <br />AS AMENDED. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. <br /> <br />MiRutes <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE MINUTES OF THE JANUARY 7, 1985 CITY <br />COUNCIL MEETING. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MINUTES OF THE JANUARY 14, 1985 <br />CITY COUNCIL MEETING. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION <br />PASSED 4-('). <br /> <br />4. <br /> <br />Open Mike <br /> <br />Mr. Dave Gilgenbach presented an artist's rendering of an animal hospital <br />facility proposed for the five acre site on Highway #169 that the City owns. <br />Mr. Gilgenbach indicated that the proposed facility is approximately 3,000 <br />square feet and further indicated that the facility would be totally enclosed. <br /> <br />Discussion was carried on regarding the zoning of the five-acre parcel on <br />Highway #169. The City Administrator indicated that the 5 acre parcel is <br />zoned R-lB. Further discussion was carried on regarding the uses allowed <br />in an R-lB zone, specifically, where veterinary clinics were allowed in the <br />City's zoning ordinance. The City Administrator indicated that veterinary <br />clinics are allowed in an A-I zone as a conditional use and further indicated <br />that they are not addressed anywhere else in the City's zoning ordinance. <br /> <br />Mr. Gilgenbach indicated that the location on Highway #169 is very important to <br />his business as it provides for an easy access which is necessary for an animal <br />hospital. Mr. Gilgenbach indicated that there are many trauma cases that are <br />brought to the hospital and the need to have a convenient location and easy <br />access is of utmost importance. <br /> <br />Councilmember Gunkel indicated that she felt the primary question was whether <br />
