Ach, City Planner <br /> DATE: April 23, 1996 <br /> SUBJECT: Ordinance Amendment Request by <br /> the City of Elk River, Public Hearing <br /> Case No. OA 96-2 <br /> Attachments <br /> • Map of areas within urban service not presently served <br /> • Memos to the Planning Commission and City Council dated 4/15/96, <br /> • 2/27/96 and 2/19/96 <br /> • Growth management articles <br /> Request <br /> The City of Elk River is bringing forward an ordinance amendment to <br /> consider deleting the requirement that commercial and industrial <br /> development within the urban service district be required to hook up to city <br /> water and sewer in order for development. <br /> Overview <br /> This issue has been presented and discussed with the Planning Commission <br /> at an earlier workshop, as well as a joint meeting with the Planning <br /> Commission and City Council and representatives of the Chamber of <br /> Commerce. The primary issue at hand is whether to continue with a <br /> fundamental growth management strategy which controls commercial and <br /> industrial development from occurring unless water and sewer is available. <br /> Or, to amend the current ordinance to provide the opportunity for <br /> commercial, industrial and business park development to occur prior to the <br /> availability of city water and sewer. <br /> • <br /> 13065 Orono Parkway • P.O.
