<br />rei -"( <br />( II <br /> <br />eity of " <br /> <br />Ell{ River <br /> <br /> <br />Item #4.3. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />Patrick Klaers, City Administratorp-- <br />September 20, 1999 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Community Recreation Update <br /> <br />Community Recreation Program Supervisor Michele Bergh will be in <br />attendance at this September 20 meeting to provide the council with an <br />update on Community Recreation activities and on city recreation programs. <br /> <br />. <br /> <br />The Community Recreation Board meets the afternoon of September 20. <br />Attached is the agenda for this meeting. At its last meeting in August, the <br />Board requested, as part of its budget discussion, that the city allow its <br />employees to be officed out of Emporium, and stated that it would finance the <br />capital expenses (up to $8,000) associated with these offices and signage. The <br />Elk River City Council agreed to this request in August, and quotes for this <br />work are being obtained by the Building Official. It is anticipated that these <br />improvements will be completed before the end of the year. <br /> <br />Regarding city recreation activities, the program receiving the most attention <br />is Emporium. The attendance figures on weekends have increased <br />dramatically. It seems like now that the facility is a year old and some of the <br />teens are taking "ownership" into the facility, that attendance is increasing. <br />This is especially true on weekend nights when live music is taking place. <br />Very few crowd control issues exist when the music is geared for age 16 and <br />under (ending at 10:00 p.m.). However, when music ends at midnight and <br />the kids are 16 and over, some crowd control issues are present and these <br />issues are being worked on by Michele and the Police Department.
