Request for Action <br />To <br />Item Number <br />Planning Commission <br />5.7 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Public Hearin <br />November 22, 2016 <br />Chris Leeseber , Senior Planner <br />Item Description <br />Reviewed by <br />City of Elk River — Land Use Amendment <br />Zack Carlton, Planning Manager <br />■ Land Use Amendment to amend Land Use <br />Reviewed by <br />Map, Case No. LU 16 -02 <br />Action Requested <br />Recommend, by motion, approval of the Land Use Amendment as proposed. <br />Background /Discussion <br />The city is seeking a Land Use Amendment creating a new and updated Land Use Map. In 2014, the city <br />adopted an updated Comprehensive Plan. As part of the Comprehensive Plan, a Land Use Map was <br />generated to be utilized by the Planning Commission and City Council when making land use decisions. <br />The graphic quality and legibility of the map, especially when enlarged, is poor. Staff began the process <br />of converting the map into a digital format that can be easily read at any scale. During that process, staff <br />noticed many minor errors with the map. A majority of the errors were related to the Open Space <br />designation where many of our parks did not fall into that category or with Public /Institutional properties <br />that were labeled Open Space. <br />Because of the errors and subsequent land use amendments since 2014, staff is requesting the city adopt <br />the proposed Land Use Map as the official Land Use Map. <br />On the attached exhibit, the properties staff is recommending changes to have a blue revision cloud <br />drawn around them with blue letters in /near them. The letters indicate the land use as approved on the <br />2014 map, while the fill color is the proposed land use. <br />If the Planning Commission, when reviewing the proposed Land Use Map, notices any other errors or <br />areas that should be considered, please let staff know. <br />Financial Impact <br />None <br />Statutory Review Period <br />Not applicable <br />Council Meeting <br />If acted on, this item will go to the December 19, 2016, City Council meeting. <br />AR <br />
