<br />Request for Action <br /> <br /> <br />To <br />Mayor and Council <br />Item Number <br />8.1 <br />Agenda Section <br />General Business <br />Meeting Date <br />December 21, 2015 <br />Prepared by <br />Tim Simon, Finance Director <br />Item Description <br />2016-2020 Capital Improvement Plan <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve, by motion, adoption of the 2016-2020 Capital Improvement Plan (CIP). <br /> <br />Background/Discussion <br />Over the past several months, city staff and the Council have reviewed the proposed 2016-2020 CIP <br />leading up to its adoption. During various work sessions, we reviewed the costs, funding sources, cash <br />flow analysis (5-year projections), and the general purpose of the projects. The CIP is a revolving <br />document that is re-evaluated on an annual basis; upon each annual update some projects will be deleted, <br />added, or even delayed, reflecting community needs and financial ability to fund the project. <br /> <br />The CIP is a long-term planning tool and all purchases over $50,000 will come back to Council for <br />approval per our financial management policies. <br /> <br />A few highlights of the CIP for 2016: <br /> Quite Zones (carried over from 2015) <br /> Eastern area trail mobility project <br /> Multipurpose building feasibility study (adjusted from $75,000 to $50,000) <br /> Annual park improvements <br /> Annual vehicle replacements <br /> Human Resource Information System (carried over from 2015) <br /> <br />As we discussed on November 2, the public safety departments are going to have to replace their 800 <br />MHz portable radios in the next couple of years, and absent of any grant funding, this will be a significant <br />expenditure. Staff will be proposing at the end of the year if any remaining general fund reserves exist <br />beyond our reserve requirements and after the quiet zones and other recommendations that funds start <br />being set aside for these replacements in the next few years as they are added to future CIP updates. <br /> <br />Financial Impact <br />See various funding sources identified in the 2016-2020 CIP. <br /> <br />Attachments <br /> 2016-2020 Capital Improvement Plan <br /> 2016 equipment listing purchases (funded out of Equipment Replacement Fund) <br />
