Park dedication shall be paid for two (2) dwelling units at the rate applicable at the time the lot <br />split is released for recording. The 2015 rate for residential is $3,712 per dwelling unit. <br />2. The last 150 feet of the roadway should be reconstructed to fit within the proposed right -of -way. <br />3. A drainage and utility easement shall be placed over the wetland and wetland buffer areas, <br />following acceptance of the wetland delineation. <br />Overview <br />The applicant will be splitting their 11 -acre property into three lots, creating two new buildable lots and a <br />third lot for the existing home. <br />Background /Discussion <br />The subject property is in the northeast corner of 213"' Avenue and Kennedy Street. It is zoned R1 -a <br />with minimum lot sizes of 2.5 acres. The lots range in size of 2.67 to 4.20 acres. <br />Comprehensive Plan <br />The subject property has a Rural Residential Land Use. Rural Residential uses are guided to be <br />developed as residential use in areas outside of the Urban Service Area that are not currently served by <br />municipal sewer and water. The predominant land use in this area is single family detached homes. <br />Forms of detached single family units can be built in "cluster subdivision." Cluster subdivisions are <br />development patterns that place housing closer together in order to preserve greater areas of <br />undeveloped land and to minimize the number of individual on -site septic systems. <br />Parks <br />Section 30 -392 (3) indicates lot splits shall be submitted to the Parks and Recreation Commission for <br />review of park dedication requirements. The Commission recommended that park dedication shall be <br />paid for two (2) dwelling units at the rate applicable at the time the lot split is released for recording. <br />Environmental <br />The latest wetland delineation has expired. A new wetland delineation for the entire site will be required <br />so that easements may be put in place over wetland(s) and buffer strip (s). <br />ATUR <br />
