Box 490
Elk River, MN 55330-0490

RE: TH 169 FENCING AND LIGHTING BIDS

Dear Council Members:

We have tabulated bids opened on Thursday, August 20, 1997 at 10:00 a.m., for the TH 169
Fencing and Lighting improvements. There were a total of 3 bidders. The following list provides
the bidders and their total bid:

1. ColliSys, Inc. $362,209.75
2. Ridgedale Electric $375,981.80
3. Killmer Electric, Inc. $397,654.26

ColliSys, Inc. is a qualified bidder for this type of improvement project. Therefore, we would
recommend award to them as lowest responsible bidder. The cooperative agreement that the
City has entered into with MnDOT, regarding this project, requires that MnDOT concur with the
award of the contract. We have already submitted a summary of the bids and a letter to
MnDOT requesting concurrence with the award. We would suggest that the award to ColliSys,
Inc. be conditioned upon concurrence from MnDOT. The attached resolution for the City
Council's consideration accepts the bid and authorizes execution of the contract upon
concurrence from MnDOT. We would recommend adoption of this resolution.

If you have any questions concerning this issue, I will be in attendance at Monday evening's
City Council meeting.

Sincerely,

How~;~:~Green Company
Terry J.
