(a) The operation of the yard waste composting facility shall comply <br />in all respects with all applicable requirements of the City Code of <br />Ordinances and all applicable federal, state, and county laws and <br />regulations. <br />(b) The yard composting facility shall be located and operated as <br />shown on plans submitted by Licensee and approved by City staff. <br />(c) All plastics shall be removed from yard waste brought to the <br />facility before composting. <br />(d) All municipal solid waste must be immediately removed from yard <br />waste and landfilled. <br />(e) The yard waste composting facility must be operated in such a <br />manner as to keep odors to a minimum. If odor becomes a <br />problem staff may require more frequent turning of compost piles <br />and/or watering to ensure that the compost remains aerobic and <br />breaks down as quickly as possible. <br />(f) The maximum amount of yard waste which maybe accepted is <br />100,000 cubic yards per year. <br />(g) Positive drainage away from the compost area must be <br />implemented, as approved by City staff. <br />(h) Yard waste and/or compost may not be used as daily cover for the <br />landfill. <br />(i) That Licensee is in strict compliance with all other terms, <br />conditions and requirements of this License, including specifically, <br />but not limited to, the operational requirements, performance <br />standards and environmental monitoring requirements of sections <br />4,6,7, and 8; and the requirement of sections 17 and 25 to make <br />prompt payment of all fees due to the City. No yard waste maybe <br />accepted at the yard waste composting facility if this condition is <br />not complied with. Licensee must immediately stop accepting <br />yard waste upon written notice from the City that there is a <br />violation of this condition. <br />(03) Other Related Operations. No other operations or activities, whether or <br />not related to the Landfill, shall be permitted or allowed on the Landfill Property <br />unless this License is first amended to specifically allow such operations and to <br />specify the applicable conditions except mining activities or other operations <br />licensed or permitted separately by the City. <br />6 <br />
