<br />AAayor and City Council <br />Steve Rohlf, Building and Zoning Administrator <br />~~ <br />November 19, 2001 <br />PAodii'ication fo Ef{c River Landfill's Conditional use Permit and <br />Solid Waste License to Aufihorize a New Demolition Disposal <br />Area and an Encroachment into an Existing Buffer Area/p.H. <br />Case # CU O1 ~35 <br />•.i <br />Request <br />The Elk River Landfill is requesting a modification to their existing conditional use permit <br />(CUP) and solid waste facility license (most recent renewal of both was May, 2000) to allow <br />them to dispose of demolition debris over the top of an existing mixed municipal solid waste <br />(MSW) cell. This request necessitates a modification to their grading plan in the area of the <br />proposed demolition debris cell. The modification includes changing the existing 5 to 1 <br />slopes in this area to 3 to 1 slopes, which is consistent with the slopes to the south of the <br />proposed demolition cell and encroaching on the buffer area adjacent to the City's Railroad <br />Hiking Trail, The additional encroachment is due to the slopes and berms associated with <br />the proposed demolition cell. The actual demolition debris will not be deposited any further <br />into the buffer area than where the MSW is currently located. The property affected by this <br />request is already zoned Solid Waste Facility Overlay District. <br />Attachments <br />- A vicinity map showing the location of the Elk River Landfill <br />A A letter dated October 18, 2001, from Matt Ledvina, Environmental consultant for <br />the City of Elk River. <br />- The current Landfill CUP (the Landfill's Solid Waste Facility License was not <br />provided because the language is the same as the CUP). <br />- 'The following submittals from the Ells River Landfill: <br />q A written explanation of their request provided by the Elk River Landfill, <br />dated October 16, 2001. <br />® Final Cover Grades and surface Water Management, dated January, 2000, <br />which shows the currently approved contours. <br />® Final Cover Grades, dated June 2001, which shows the proposed contours. <br />
