This Letter is sent to transmit my suggested modifications to the conditional use permit and the <br />. license agreement for the Elk River Landfill (ERL). I have reviewed the specific language of the <br />documents and have made my suggested modifications in ink on the respective pages. • • <br />On page 4, of the license agreement the "Permit Application" is referenced.' The following <br />••~ 'comments have not• been resolved. 1 would recommend that the canditians identified as follows <br />~. be added to the licens®. . ' . ~ ~ ~ ~ ~ ~ •~ <br />• =•1. Leachate:~Management System - No new tanks are proposed for storage ~af leachate <br />generated-within the additional 44 acres (Cells 12a-97) of landfill expansion. The new <br />laridfil( liner area. will be .entirely serviced by the .existing: ieachate~ station #3....Additional . <br />leachate management~'arid sfoiage'facilities must ~be constructed, •as'.riecessary; 'such•.that <br />• ~ . the leachate head does not exceeds a •maximum: of 12 inches for.'anjr Liner cell..;::: .... <br />2. ERL shall continue to monitor the leachate head on a weekly basis for all cells to <br />demonstrate compliance with the maximum head levels allowed. The results shall be • <br />• ~ submitted to the City on a quarteriy basis. - .. ~~ <br />3. The rationale for the landfill liner leak detection design shall be identified. The sampling and ~ ~ <br />contingency action protocols for liner leaks shall be outlined in the Qperations Plan for the <br />.. - site. ~ ~ :. <br />-. 4. The quality of final cover soils and vegetation is critical to the implementation of final cover <br />design which calls for steepened sldeslopes. The topsail specification for the final cover <br />design and other finished grading construction .identifies that #opsoil comply with MNDOT <br />3877.28 standard specifications.
