Page 6 of 6 <br />Letter to Mr. John Elks & Mr. Matt Ledv€na <br />RE; Revised SDA Hydrogeolo~ic Evaluation Report <br />E[k River I;andfiil, Inc. <br />A sequenced approach to monitoring system development is necessary when landfill <br />developmentprogresses in a downgradientfashion and the projected life%apacity of <br />the proposed development is extended. It is suggested that the wells proposed for the <br />southern property boundary be moved northward to a position which coincides with <br />the ten year waste fill limit. These wells would subsequently be replaced with wells <br />located at the south property boundary when the fill progresses to this point It should <br />be noted that if the waste receiving rated decrease, the wells would be in position to <br />monitor the facility on an expanded time frame. <br />The proposed SDA cells are graded to direct leachate toward the collection sumps on <br />the eastern portion of the site. The leachate sumps are considered the most likely <br />locations of an environmental release due to the accumulation of up to 12-inches of <br />leachate head above the liner. Based on observed groundwater elevations, a release of <br />leachate from the sump of cell 20 is anticipated to migrate to proposed monitoring <br />points 31S-OWA or 320-OWA. Please refer to Figure 20. <br />As indicated by the MPCA, the configuration of the groundwater monitoring system <br />shall not be determined until completion of the hydrogeologic investigation. <br />I sincerely appreciate your input on this project and the opportunity to discuss the scope of the <br />investigation with you at various stages.
