<br />The report has been revised to include findings from additional investigation conducted as part
<br />of the Supplemental Phase III Hydrogeologic Evaluation and details to address the comments
<br />submitted on behalf of the Minnesota Pollution Control Agency (August 6, 2004) and the City
<br />of Elk River (May 11, 2004). To assist you with review of the revised report the referenced
<br />comments are reproduced below in italics followed by responses in standard font.

<br />1. The hydraulic properties o, f'the upper outwash sand wene. well defined. However, the
<br />hydraulic ~'elationship between the lower outwash sand, the till unit, and the upper
<br />outwash sand has not been defined. For example, what is the level of the
<br />potentiometric surface of the lower outwash sand? Also, could it be deteNmined if the
<br />lower outwash sand was saturated at the base of the till unit? Additional
