ARTICLE III. SOLID WASTE I'ACILITIES* <br />Page 17 of 23 <br />' (4) The street address and legal property description of the property on which the waste burning <br />facility is located or is proposed to be located. <br />(5) The present and future population and areas expected to be served by the proposed waste <br />burning facility. <br />(6) The characteristics, quantities, and sources of solid waste to be burned at the waste burning <br />facility, including estimated weekly and annual volume of solid waste to be burned. <br />(7) A plan showing the land uses and zoning, and the location, type, and height of ail buildings, within <br />1,000 feet of the proposed waste burning facility. <br />(8) A minimum of two sets of plans and specifications prepared by a state registered engineer clearly <br />indicating the construction which will be undertaken. <br />(9) An engineering report, including incinerator, furnace, or boiler design criteria, and expected <br />performance data, including detailed information on particulate and gaseous emissions to be emitted by <br />the waste burning facility. <br />' (10) A foil and adequate description of proposed operating procedures for the waste burning facility, <br />including: <br />a. All steps which will be taken to ensure that any solid waste brought to the waste burning <br />facility is entirely contained in the facility and that operation of the facility will not result in any <br />land pollution. <br />b. All safety measures and precautions which will be taken with respect to the burning process, <br />including a plan~for tire, nuisance, and vermin control. <br />c. A plan for litter, noise and dust control. <br />(11) Plans for the transportation of solid waste to the waste burning facility and far the transportation <br />of ash and other residue away from the facility, including specific public and private roadways to be <br />utilized for these purposes and the volume of truck traffic which the waste burning facility will generate <br />on these roadways. <br />(12) Specific plans for the disposal of ash and other residue from the waste burning process., and for <br />the emergency disposal of solid waste in the event of a facility shutdown or breakdown, including the <br />identification of any sanitary landfill located within the city proposed to be used far disposal of ash or <br />other residue or for the emergency disposal of solid waste. <br />(13) Such additional information and data as may be required by the city building and zoning <br />administrator, the planning commission, or the city council. <br />(Code 1982, § 604.2$(2)) <br />Sec. b8-193. Minirr~Um requiremen~,s. <br />(a) The following minimum requirements shall be established, constructed, provided, and maintained for a <br />waste burning facility: <br />(1) Protection of public healfh, safety and welfare. The waste burning facility shall be so situated, <br />equipped, operated, and maintained as to minimize, to the maximum extent possible, using the best <br />available technology, any potential adverse impacts on the public health, safety, and general welfare. <br />(2) Inten`erence with other uses. The waste burning facility shall be so situated, equipped, operated, <br />and maintained as to minimize impacts on and interference with other land uses and activities in the <br />area. <br />(3) ,Emission control equipment. The waste burning facility shah be equipped with the best available <br />technology for controlling particulate and gaseous emissions.
