2.8 LANDFILL CLOSURE <br />The ERL has site-specific provisions in place for the closure of the landfill in accordance <br />with their site permits. The ERL guarantees these closure activities, as well as post- <br />closure care and potential contingency actions that may be required, through the use of a <br />surety bond in accordance with the financial assurance requirements by the MPCA. <br />Closure plans for the existing portions of the facility have previously been approved by <br />the MPCA, Sherburne County and the City, and upon submittal of the necessary MPCA <br />permit application for the proposed increase in footprint, updated closure, post-closure <br />and contingency action plans and cost estimates will be submitted. Final contours, <br />surface water drainage calculations, and an end use plan are included in this submittal. <br />As the ERL enters closure of the landfill, existing fencing will be utilized and <br />supplemented as necessary for the purposes of security. After final closure of the site, <br />while the entire site will be secure, certain portions ofthe site will be secured such that <br />only those persons authorized by the ERL will be permitted in these areas to perform <br />closure and post closure activities. <br />2.9 CLOSURE CONSTRUCTION. <br />The proposed expansion will be closed as part of a phased closw•e construction. The <br />anticipated closure sequence and timing for the proposed expansion will occur in <br />approximately 2018, as part of the f nal phase of closure construction. "1'hc timing of <br />construction will be dictated in part by incoming waste volumes. Closure of the landfill <br />includes the engineered cover system, gas collection components, and the surface water <br />controls included MPCA permit application documents and approved by the MPCA. <br />The City, as well as the MPCA and Sherburne County, will be notified of impending <br />phased closure at the ERL prior to initiation of closure construction.
