The Cit~T Council finds that linage is a huge drivel in encouraging development in die <br />coixununitST, that having the Landfill located at the nord7ern entrance to dze City adversely impacts <br />die image the CitsT wishes to portray to visitors, residents and potential new businesses, and that <br />expanding the Landfill and extending its life span will significantly increase these negati~=e impacts. <br />28. The CitS~ Council further finds dint expansion of the Landfill will prevent future <br />development, at a i~ninimuin, in that portion of the SDA which will be filled with Mixed Solid Waste, <br />and could discourage the tjTpe of high quality corntnercial/industrial development which dze CitST is <br />seeping for die important area of dze City immediately surrounding the SDA, including dze critical <br />area around die future interchange at Highway 169 and 221St Avenue. <br />29. The City Council recognizes dzat there are some positive economic impacts related <br />to d1e Landfill, including the host fees which dze CitST collects from d1e Landfill and dze business <br />which ERL does wide local residents and businesses. However, these are short term economic <br />benefits which will end once die Landfill closes. At dzat point, dze portion of die SDA filled with <br />MSW will generate virtually no revenue to the CitST, and tax revenues generated from the immediate <br />sw:rounding area will be negatively unpacted to some degree. <br />30. The City Council finds that dze Landfill also has non-economic negative vnpacts on <br />dze CitjT and on surrounding residential uses wlvle it is open, includuig litter on Highway 169 and <br />oilier public streets from trucks moving to and from the Landfill, dze truck traffic itself, road <br />maintenance unpacts, noise and odor. Aldlough ERL and ~X~MI have been excellent corporate <br />citizens and have made every effort to mitigate these impacts, they aa:e not capable of being fully <br />nvtigated until die Landfill is closed.
