31. The City Council is also concerned about the potential environmental impacts <br />related to the operation of an expanded landfill over the next 20 years and the potential <br />environmental unpacts related to a significantly expanded landfill footprint follov~ing closure of the <br />landfill. The City Council recognizes that die Minnesota Pollution Control Agency has completed <br />an Envirorunental Impact Statement on the proposed expansion of the Landfill, but notes dzat there <br />are environmental impacts and risks inherent in dais land use which cannot be mitigated other than <br />by limiting die expansion of dze Landfill. <br />32. The City Council has reviewed and carefully considered, along with all odzer <br />materials submitted by ERL, the Voith Report. As set forth above, the Council recognizes the <br />potential for some positive economic unpacts related to the Landfill. However, the council finds <br />that: <br />The Voith Report overstates the potential positive economic impacts of the Landfill, <br />for the reasons set forth in the September 8, 2009 Memorandum from the City <br />Administrator, which are incorporated in these Findings of Fact; <br />The potential for positive economic impacts is only one of many criteria and <br />considerations to be weighed in making a decision to amend the CitS~'s <br />Comprehensive Plan; and <br />• The City Council does not agiee drat a present value economic analysis of any <br />proposed use should be a determining factor in making a land use decision. <br />33. The City Council has considered and appreciates dze efforts of ERL to mitigate the <br />negative impacts of a landfill expansion, particularly on die important Highway 169/221`t Avenue <br />interchange, by reducing the size of the proposed expansion in die revised proposal and by making <br />an additional 20 acres of land available for potential development at the Interchange.
