other brochure expenses be in recreation and after we know more, break them out in <br />the 2003 budget. With this additional brochure expense, the net change in city <br />recreation will be $27,100. This is slightly more than it would have cost the city to <br />continue with community recreation once Otsego withdrew. The additional cost for <br />our own city brochure results in more frequent (six times per year versus four times) <br />and better communication with our citizens. <br /> <br />In addidon to this budget change, there will be about a $10,000 expense to provide <br />furniture, fixtures, and equipment at the city recreation office in the Lions Park <br />building. This expense will need to be a 2001 expense and not part of the 2002 <br />budget. It is suggested that this expense be funded by the NSP reserve. Finally, in <br />2001 our new city recreation brochure we need to have a one time "set up" expense <br />of somewhere between $1,000-$1,500 for design services in order to have the <br />brochure present a positive image and look like a city of Elk River publication. <br /> <br />School Theatre <br />As you all must know by now, on September 10, 2001, the School District is going to <br />be requesting that the city contribute monies to save the small school theatre. Dr. <br />Jenson will be in attendance at our meeting to present information about the cost to <br />save the theatre and how the city and community will be able to have access and <br />utilize this facility. The best information that I can provide the City Council to help <br />sort out some of our Capital Improvement priorities is the information Ehlers and <br />Associates provided for the Key Financial Strategies third worksession held on June <br />11, 2001. Options to save the theatre includes the city funding the entire expense or <br />the city putting forward a percent of the total and seeing if the Chamber, business <br />community, utilities, school, etc. will match our contribution. <br /> <br />P 'vers of Hope <br />The annual request for a city contribution for the Rivers of Hope organization has <br />just been received. The request is included for your review. The request for 2002 is <br />$6,666. Although frequently discussed, a contribution to the Rivers of Hope <br />organization has never made it into the city budget as a line item. Funding has always <br />come from the City Council contingency fund. The city contribution has history has <br />been...February 1997/$5,000, April 1998/$2,000, October 1999/$3,000, and for <br />October 2000/$3,000. <br /> <br />Now back to the 2002 budget at hand...Finance Director Lori Johnson has been asked by a <br />number of Councilmembers to explain the tax law and the tax levy changes. Lori has a brief <br />presentation planned for this September 4, 2001, worksession. <br /> <br />The levy limits placed on us by the state is not helping in the elimination of our budget gap. <br />We have four items in our tax levy resolution that are within the levy limit but which are <br />outside of our general fund. Use of funds for these activities need to be reaffirmed by the <br />Council in order to determine if any of these monies are available for general fund activities. <br />Also, it is certain that the city will need to move as many equipment expenditures as practical <br /> <br /> <br />
