Executive Summary <br />The Elk River Landfill, Inc. (ERL) proposes to develop an additional approximately 13 acres of <br />Municipal Solid Waste (MSW) landfill space on the southern-most portion of the existing 137.4- <br />acres landfill property -that is, the property which is south of the existing approved disposal <br />area to the edge of the existing 137.4-acre landfill property. The existing solid waste landf 11 <br />~~__ <br />will reach its currently permitted capacity in approximately three years, and the proposed <br />expansion will provide approximately 1,671,000 cubic yat•ds of additional MSW capacity. At <br />current waste flows, this additional capacity would extend the operational life of the landf l l <br />approximately 4 to,` 7 y- ear and provide additional landfill capacity for the City of F,llc River <br />(City), Sherburne County, and surrounding area. <br />The proposed expansion is on land currently within the Solid Waste Facility overlay coning <br />district. This Application requests the City to amend the existing Conditional Use Permit and <br />Solid Waste Facility License to provide for the proposed expansion of the landf ll to the southern <br />edge of the facility's current property. <br />The proposed expansion is consistent with the goals and policies contained in the City's 2004 <br />Comprehensive Plan. The proposed expansion would not require additional City infrastructure <br />or services. The proposed expansion would benefit the community by providing access to stable <br />and reliable solid waste service, as well as a sustainable alternative energy source. <br />The proposed end use for the site would continue to be open space, which would be compatible <br />with any adjacent future development to the west, east and south. <br />T:10742\1401\CityAppFeb\FEB Repon_final (2).doc tv <br />
