The City= Council is also concerned about the potential enviror>snental impacts
related to the operation of an expanded landfill over the next 20 years and the potential
environmental impacts related to a significantly expanded landfill footprint following closure of the
landfill. The City Council recognizes that the 1\~Iinnesota Pollution Control Agency has completed
an Environmental Impact Statement on the proposed expansion of the Landfill, but notes that there
are environmental unpacts and risks inherent in tlvs land use which cannot be mitigated other than
by litiliting the expansion of the Landfill.
32.
