Although this is vei-~= long range planning, and there are not yet timetables for <br />extending public utilities into this area to sei~=e Close future uses, tus is the vision of the <br />Comprehensive Plan and the City Council for this area of tie City. Tlie SDA is also located <br />adjacent to tie future Highway 169/221" Avenue Interchange, which has great potential for future <br />corninercial/industrial development. <br />20. Tlie 2004 Comprehensive Plan was prepared wits t7e assistance of tie planning fitrn <br />of Hoisington Koegler Group, Inc.(HKGi). In anticipation of the proposed expansion of tie <br />Landfill tie City retained HKGi to take a closer lool~ at the potential unpacts of an expansion of the <br />Landfill on the gravel mining area of tie Cit~T. HKGi's report, the North Highway 169 Land L'se <br />Study, dated November 10, 2008, identified a number of potential impacts related to an expansion <br />of the Landfill and suggested land use, transportation and aesthetic strategies for addressing these <br />unpacts. <br />21. Following receipt of the Application to expand the Landfill, the City retained HKGi <br />to take a closer look at the immediate area which would be potentially impacted by a Landfill <br />expansion and to analyze the potential financial and fiscal impacts on the City of ail expansion of the <br />Landfill. HKGi's report on these issues is dated June 2, 2009, was subsequenty updated on June 15, <br />2009, and was updated again on September 8, 2009, following submission by ~RL of its revised plan <br />for expansion of the Landfill. (The HKGi November 10, 2008, June 6, 2009, June 15, 2009 and <br />September 8, 2009 reports are hereafter collectively referred to as the "HKGi reports".) <br />22.
