Under this mining plan, the SDA property will not be <br />mined and reclaimed until at least 2070 (2050 start date for intense rni.ning plus -24 years). <br />This mining plan is consistent with the information Tiller supplied the City while the 1994 <br />Elk River Gravel Mining District Environmental Impact Statement (EIS) was being <br />prepared. Table 3.1-1 Land Ownership and Usage of the EIS identifies properties by PID <br />numbers. The PID numbers associated with the SDA property are shocnln as beiz7g mined <br />through 2070 which is the last year considered in the EIS. <br />Proposed Mining,Plans With Landfill Expansion <br />However, if the landfill expands, our mining plans will be significantly different. The <br />landfill requires access to the airspace provided by the SDA property at an accelerated rate. <br />To accommodate their requirements we will. expedite our mining of the SDA property <br />through a combination of re-orienting our Livonia mining operation and exporting material <br />from Elk River to our other facilities that currently receive material from other markets. <br />This will have the effect of compressing the timeframe which active mining takes place in <br />this area of. Elk River. We believe this compression is desirable and znay allow adjacent <br />properties to develop earlier in concert with Elk River Landfill's business park plan. <br />Tiller's operating agreement with Elk River Landfill on the SDA property will be require us <br />to progressively remove material from individual landfill cells by certain dates. The dates <br />are reviewed on a regular basis and depending ozi Elk River Landfill's needs they will be <br />adjusted as necessary. Mining on the entire 109 acre SDA will be completed by Tiller as <br />directed by the new property owner, Elk River Landfill. <br />The accelerated mining rate on the SDA property will not affect Tiller's mining property <br />along County Road 33 and County Road 77 (CR33/77}. The material in the CR33/77 area is <br />used to feed our wash plant operation located at 12450 Ranch Road NW. This operation is <br />independent from the operations on our Livonia property and the SDA property. <br />Final Reclamation Grads and Timing <br />The intersection of TH 169 and 221st Avenue is proposed to be realigned and built as an <br />interchange. 221st Avenue is also proposed to be extended to the east. The land east of the <br />proposed TH 169/22151 Avenue interchange is at lower elevations than Iand west of the <br />proposed interchange. In the future the City az~td area property owzlers may find it desirable <br />to have the new alignment of 221st Avenue west of TH 169 at an elevation that is lower than <br />what exists today. We may actually end up with 221St Avenue going under TH 169. <br />
