23. ERL, WMI, Tiller and their consultants have strongly contested the methodology <br />and findings of the HKGi reports, and the City Council has listened to and carefully considered the <br />evidence and testimony presented by the applicants and their consultants. The City Council also <br />recognizes the inherent difficulty in attempting to project the potential impacts of a current land use <br />on future development which may or may not occur decades from now. <br />24. The City Council recognizes that there are positive economic impacts to the City <br />while operations at the Landfill are on-going, including the host fees which the City collects from <br />the Landfill and the business which ERL does with local residents and businesses. These economic <br />benefits to the city will be extended if the Landfill expands. <br />25. The Ciry Council finds that the revisions to the Application proposed by ERL, <br />including: reducing the additional MSW disposal space from 60.2 acres to 49.3 acres; increasing the <br />area available for future development at the Highway 169/2213` Avenue Interchange from 10 acres <br />to 33 acres; and shortening the life span of the Landfill from a closure date of 2033 to 2029; have <br />addressed the concerns the City Council had with the expansion as proposed in the original <br />Application. <br />26. The City Council finds that ERL and WMI have been excellent corporate citizens <br />and have made every effort to eliminate or mitigate impacts from the Landfill, such as litter, truck <br />traffic, noise and odor. <br />27. It is the City Council's conclusion, from all of the evidence submitted and the <br />testimony taken, that: <br />(1) Expansion of the Landfill will extend the period of time that the Ciry, its <br />residents and its businesses will benefit from the host fees and other positive economic <br />impacts which ongoing operations at the Landfill generate; <br />9 <br />
