Case FIle: CU 10-11 <br />Page 2 <br />General Information <br />Conditional Use Permit <br />Applicant Learning Blocks Childcare, LLC <br />Requested Action Conditional Use Permit for a Childcare Facility <br />60 Day Rule The City must take action by May 30, 2010 <br />Location and Size Approximately 3.75 acres near the southeast corner of Highway 169 and <br />193`d Avenue. <br />Overview <br />The applicant is requesting Conditional Use Permit (CUP) to operate a childcare facility at the <br />subject property. They currently operate a childcare facility in the same multi-tenant building and <br />are at full enrollment in that space. They are looking at expanding and want to move the school age <br />children to the new space which is not directly attached to the existing space. <br />The hours of operation will be 6 a.m. to 6:30 p.m. Monday through Friday and they will employ <br />approximately three staff members at the new location in addition to the 21 people currently <br />employed at our current location. <br />Although they are not proposing signage at this time, they would in the future like to have a sign <br />that is approximately 24 square feet in size which meets the signage allowances. A sign permit will <br />be required for any exterior signage. <br />Transportation <br />The vehicular circulation has already been reviewed and approved for the subject site. There is <br />adequate vehicular circulation in and around the site. The overall parking was taken into account <br />when the existing project was built and there appears to be sufficient area for the proposed use. <br />Comprehensive Plan <br />The Highway Business land use is the most intensive form of commercial development in Elk River. <br />Businesses in this category may be the largest both in terms of size and traffic generation. Market <br />orientation tends to be regional in nature. Development orientation tends to be toward regional <br />highways. Future Highway Business developments should be located within the Urban Service <br />Boundary and adjacent to regional highways. The proposed use meets these requirements. <br />AR.plicable Regulations <br />Conditional Use Permit <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />~.
