Concerns by staff and the <br />• City Council on the rezoning issues related to intensity of the use with the <br />close proximity of residentially zoned property, transportation issues, and the <br />fact that the city had not identified this area as a commerciaUindustrial <br />growth area. <br />Dimensional Regulations <br />Outlot A of the Brentwood Subdivision is a relatively flat, open parcel with <br />very few trees. The minimum lot size in the Rlc zoning district is 10,000 <br />square feet with 80 feet of frontage. Each parcel is well over the minimum <br />lot size of 10,000 square feet and, therefore, should meet the intent of the <br />subdivision regulations. The applicant is limited to what the property can be <br />used for until city sewer and water is available to the site. Therefore, <br />development of this area into single family homes or another use allowed in <br />the R1c zoning district will not be allowed until the extension of city services <br />to this area is complete. If this request is approved, staff would request an <br />additional 14' of right-of--way for a total of 80' along 197th Avenue NW. The <br />addition right-of--way would be necessary for road/intersection improvements <br />to 197th Avenue and Highway 169. Staff would also request a 10' drainage <br />and utility easement bounding the entire plat including the newly created lot <br />line. <br />• Park and Recreation Commission <br />At the last Park and Recreation meeting, the Commission recommended a <br />cash payment of $500 per parcel be paid for park dedication purposes. The <br />Park and Recreation Commission also requested that if a portion of the <br />property is ever rezoned for a commercial use that the commercial park <br />dedication fee be applied for that area. If the site is ever further subdivided <br />for additional residential lots, park dedication will be a requirement for the <br />newly created parcels. <br />Surface Water Management Impact Fee <br />A surface water management impact fee in the amount of $123.60 should be <br />required on both parcels as a condition of approval. This fee must be paid <br />prior to recording the subdivision with Sherburne County. <br />Recommendation <br />Staff recommends approval of the administrative subdivision request by <br />Dennis Anderson to divide Outlot A of the Brentwood Subdivision into two <br />• separate parcels measuring 8.4 acres in size with the following conditions: <br />
