.Business <br />• 1 The business will consist of primarily residential re-upholstery and a small <br />amount of commercial re-upholstery. The applicant will also do some boat and <br />RV seats, but the seats will be removed and no boats or RVs will be stored on the <br />property. The applicant is proposing no outside storage related to the business. <br />The business is proposed to be operated out of the applicant's 22' x 38' basement. <br />The business will use a 15' x 16'area in the basement. The applicant will pick <br />up and deliver all merchandise to the customer's home, therefore, there will be <br />very tittle tra~.c associated with the business. UPS will deliver fabric and <br />supplies once a week, usually on a Saturday. <br />Number of Emplovees/Hours of Operation <br />The business will consist of the applicant and one part time employee. Hours of <br />operation would be $;00 a.m. to 5:00 p.m., Monday through Friday, with <br />Saturday deliveries. Both of these standards meet the requirements <br />established in the home occupation ordinance. <br />Equipment <br />• The applicant has indicated that the machinery needed to operate an upholstery <br />business consists of an air compressor, a staple gun, an industrial sewing <br />machine and a circular saw. The sewing machine and staple gun axe the <br />.primary tools used in daily operatian, the circular saw is used occasionally to <br />remove damaged parts, and the air compressor is used as a backup for the staple <br />gun and if the part time employee is hired. The business will be operated from <br />the basement of the applicant's home. There will be no outside storage of pieces <br />or equipment. <br />Previous Home Occupations <br />In 1993, the. city approved a similar home occupation upholstery business for <br />Todd Altenweg at 11925 191st Avenue and in June 1995, the city approved a <br />similar home occupation upholstery business for Jeff Colbath, at 13155 183rd <br />Avenue NW. The City's Planning and Zoning Departments have not received <br />any complaints regarding either business. <br />Recommendation <br />Staff feels this request meets the seven standards for a conditional use permit as <br />;outlined in Section 900.20 of the Elk River City Ordinance, as well as the Home <br />Occupation Ordinance.
