Planning Commission Recommendation <br /> <br />The Planning Commission initially expressed a desire to table the requests until the <br />outstanding issues regarding traffic/access, grading and drainage, townhouse design the <br />design of the commercial component were addressed. In response the developer's request to <br />move the project forward to the City Council, the Commission made the following <br />recommendations: <br /> <br />The Planning Commission recommended approval of the following requests: <br /> <br />1. The request for a waiver to the townhouse moratorium. <br /> <br />The request for the land use plan amendment to include the entire project in the <br />urban service area and change the land use plan designation from Light Industrial <br />and Low Density Residential to Community Commercial and Medium Density <br />Residential. <br /> <br />The Planning Commission, because of concerns regarding traffic/access, grading and <br />drainage, townhouse design and the design of the commercial component, recommended <br />denial of the following requests: <br /> <br />1. The request for a zone change from Light Industrial, Agricultural Conservation and <br /> Single Family Residential to Planned Unit Development. <br /> <br />2. The request for preliminary plat approval for Elk River Station <br /> <br />3. The request for a conditional use permit for the Planned Unit Development. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the City Council approve the applicant's request for a waiver to the <br />townhouse moratorium. <br /> <br />Staff recommends that the City Council approve Resolution No. 01-__ approving the <br />applicant's request for the land use plan amendment to include the entire project in the <br />urban service area and change the land use plan designation from Light Industrial and Low <br />Density Residential to Community Commercial and Medium Density Residential <br /> <br />Staff recommends that the City Council postpone action on the following applications until <br />the issues identified during the environmental review have been addressed. <br /> <br />1. The request for a zone change from Light Industrial, Agricultural Conservation and <br /> Single Family Residential to Planned Unit Development. <br /> <br />2. The request for preliminary plat approval for Elk River Station. <br /> <br /> <br />
