The property is <br />adjacent to the proposed commuter rail station, which is to be located on the west side of <br />Twin Lakes Road. The project is a mixed use development that includes townhomes, <br />apartments, a commercial/office component and senior housing. <br /> <br />In order for the project to move forward, six actions are required. First, the applicant must <br />be granted a waiver from the townhouse moratorium. The second action that is required is a <br />land use plan amendment to include property in the Urban Service District and to change <br />the land use plan designation from LI (Light Industrial) and LR (Low Density Residential) to <br />CC (Community Commercial) and MR (Medium Density Residential). The third action <br />needed is a zone change from I1 (Light Industrial), A1 (Agricukural Conservation) and Rla <br />(Single Family Residential) to PUD (Planned Unit Development). The fourth action is <br />review of the EAW. The fifth action is approval of the plat, and the sixth action is a <br />conditional use permit for the PUD. <br /> <br />Waiver to Townhouse Moratorium <br /> <br />Staff believes that the applicant should be granted a waiver to the townhouse moratorium. <br />This is a mixed use development that will include commercial, office, apartments and <br />townhouse components. Even though the applicant had not made a formal application prior <br />to the townhouse moratorium taking effect, they had been having discussion with the city <br />regarding their project and had made presentations to both the City Council and the <br />Planning Commission prior to the moratorium taking effect. <br /> <br /> <br />
