Reauest by Russell/Rvan Kostreba for Conditional Use Permit for Outdoor Storage <br />(Midwest Mini Storag_e~ Case No CU 10-07 Public Hearing <br />Mr. Barnhart presented the staff report. He stated staff is not requesting a time limit on the <br />storage as suggested in the staff report. <br />Mayor Klinzing opened the public hearing. <br />Russ and Ryan Kostreba, applicants -Stated they had two issues with the conditions <br />suggested by staff <br />1. Erosion: Can't grow anything in the sand. The erosion will be worse if the area is <br />disturbed and would likely have an effect on neighboring properties. <br />2. Storage footprint: Don't want to be limited to one building footprint. Other <br />neighboring properties aren't restricted. <br />Mayor Klinzing closed the public hearing. <br />There was discussion on the erosion issues and the importance of proper drainage for <br />runoff. Ms. Haug stated she would work with the applicants to develop an erosion control <br />plan. <br />Council agreed that the applicant should be allowed outdoor storage as proposed in the <br />applicant's original request as long as fire lanes can be maintained. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER WESTGAARD TO APPROVE CONDITIONAL USE . <br />PERMIT, CASE NO. CU 10-07 AS ILLUSTRATED IN DRAWINGS DATED <br />FEBRUARY 22, 2010 AND SUBJECT TO THE FOLLOWING CONDITIONS <br />WHICH MUST BE COMPLETED PRIOR TO USE OF THE AREA FOR <br />OUTDOOR STORAGE: <br />1. REPAIR THE EROSION AS DESCRIBED IN BDM MEMO DATED APRIL <br />5, 2010. <br />2. REVISE LANDSCAPING PLAN WITH THE GOAL TO ADD ADDITIONAL <br />LANDSCAPING INTEREST TO THE REAR OF THE PROPERTY AND TO <br />RECOGNIZE THE UNIQUE SOILS IN THE AREA. PLAN TO BE <br />APPROVED BY STAFF. <br />3. AS A CONDITIONAL USE PERMIT IS NOT A BUILDING PERMIT, THE <br />APPLICANT SHALL APPLY FOR ALL REQUIRED PERMITS. <br />4. ALL CONDITIONS IMPOSED AS PART OF THE ORIGINAL <br />CONDITIONAL USE PERMIT SHALL APPLY, EXCEPT FOR #8 <br />PERTAINING TO OUTDOOR STORAGE. <br />5. OUTDOOR STORAGE SHALL BE LIMITED TO OPERABLE BOATS AND <br />RECREATIONAL VEHICLES. RECREATIONAL VEHICLES SHALL <br />INCLUDE BOATS, BOAT TRAILERS, SNOWMOBILES, CAMPERS. <br />6. ANY SIGN REQUIRES A SIGN PERMIT. <br />7. OUTDOOR STORAGE IS NOT INTENDED TO BE A PERMANENT <br />SOLUTION. OUTDOOR STORAGE IS PERMITTED PROVIDED A 20' <br />FIRE LANE IS MAINTAINED AS REQUIRED BY THE FIRE CHIEF. <br />MOTION CARRIED 4-0. <br />• <br />
