A geotechnical evaluation will be performed in the area. Soil borings will be taken in <br />three locations representing the existing condition throughout the project. The purpose <br />of this investigation will be to determine the existing pavement thickness, depth of <br />aggregate base, and a final pavement section evaluation. <br />In addition to the street work, the pedestrian curb ramps have also been inspected and <br />identified for improvement. Many of the existing ramps do not meet current Americans <br />with Disabilities Act (ADA) Standards and have exposed aggregate surfacing, curb <br />tapers that are too short, ramps that are too steep, and do not have the proper landing <br />area. Pedestrian curb ramps that currently meet the requirements for surfacing <br />(truncated domes) at the intersections of Upland Avenue (2), and Tipton Avenue (2) will <br />not be replaced as a part of this project. Intersections where curb ramps do not meet <br />the ADA requirements include Orono Road (2), Tipton Avenue (1), Rush Avenue (2), <br />Proctor Avenue (3), Norfolk Avenue (4), and Morton Avenue (4) for a total of 16. <br />Vehicular Traffic <br />Main Street is an important collector street within the City of Elk River. It is a vital route <br />crossing the south side of Lake Orono providing emergency access to the adjacent <br />neighborhoods. <br />Traffic volumes along Main Street are moderately high with regard to other local streets <br />within the City. The last traffic count was completed in 2007 where it was determined <br />that the Average Annual Daily Traffic (AADT) varies from 5200 (western portion) to 6500 <br />vehicles (eastern portion) depending on the specific section of Main Street in question. <br />Sanltarv Sewer <br />The project encompasses 8-inch sanitary sewer from Orono Road to Tipton Avenue and <br />18-inch from Tipton Avenue to Lowell Avenue. In addition, there is a 6-inch forcemain <br />stretching through the project from Orono Road to Rush Avenue. In discussions with Mr. <br />Gary Leirmoe (Chief Operator) at the City of Elk River on April 16, 2010, it is our <br />understanding that the existing sanitary sewer system is in satisfactory condition. The <br />existing pipes and manholes were constructed during a Main Street project in 1988. To <br />the best of Mr. Leirmoe's knowledge, there are no deficiencies with the existing sanitary <br />sewer system and it is not anticipated that televising will be completed for this project. <br />The existing sanitary sewer is shown on Exhibit 2. <br />2 <br />
