Draft Policy on Pedestrian Curb Ramp Improvements (April 2010) <br />The City of Elk River is interested in providing the safest, most user friendly pedestrian <br />network possible, while at the same time providing these facilities in a thoughtful and <br />financially prudent manner. The City acknowledges the fact that standards for <br />pedestrian facilities have evolved over time and as a result some of the city's current <br />infrastructure is outdated. In an effort to provide a systematic approach to address this <br />matter the City of Elk River is establishing a policy on Pedestrian Curb Ramp <br />Improvements and when the City will undertake work to upgrade pedestrian curb ramps <br />in conjunction with street maintenance, repairs, and reconstruction. <br />Street projects will be categorized into three groupings. The pedestrian ramp work will <br />depend on which type of street project is proposed. <br />The first category is Maintenance. The maintenance category includes work such as <br />crack filling, seal coating, slurry seal, blade laid overlay, spot mill and overlay, patching <br />or other maintenance work undertaken by the Street Division. For these types of <br />projects no improvements to existing pedestrian ramps will be included with the projects. <br />The Second category of street work is Pavement Rehabilitation. This category <br />includes work such as machine laid bituminous overlays, full depth reclamation, edge <br />mill and overlay and mill and overlay. For this category of work pedestrian ramps will be <br />upgraded as right of way and existing geometry allows. If retaining walls and other such <br />means are needed to upgrade the installation and would require additional right of way <br />to construct a pedestrian ramp meeting all current regulations, than this work will be <br />deferred until such time that a project of larger scope is completed in the area. If the <br />project requires upgrades due to the funding source (MnDOT State for example) then <br />the upgrade will be implemented as required. <br />The third category of project is Full Reconstruction and/or New Construction. This <br />category includes full pavement and/or curb replacement, sidewalk removal and <br />reconstruction, new street construction, new sidewalk construction. Along with this type <br />of work new installations or current installations of pedestrian ramps are to be built to <br />current standards.- In situations where grades or right of way prevent an installation <br />meeting current standards, it may be necessary to acquire right of way or easements <br />and construct retaining walls or other installations to provide an acceptable installation. <br />Pedestrian curb ramp upgrades will be accomplished using a prudent application of the <br />most current MnDOT standards for design and construction of ramps and approaches. <br />
