REQUEST FOR ACTION <br />To Item Number <br />Ci Council 5.4. <br />Agenda Section Meeting Date Prepared by <br />Administration Ma 3, 2010 ohn Anderson P.E. <br />Item Description Reviewed by <br />Main Street Pavement Rehabilitation Lori ohnson, Administrator <br />^ Resolution Receiving Feasibility Report and Ordering Reviewed by <br />Public Hearing <br />^ Resolution Approving Plans and Specifications and <br />Orderin Advertisement for Bids <br />Action Requested <br />The City Council is asked to receive the Main Street Pavement Rehabilitation Feasibility Study, order the <br />public improvement hearing, approve plans and specification, and authorize bidding. <br />Background/Discussion <br />The Feasibility Study for the rehabilitation of the Main Street pavement, ordered by the City Council on <br />April 19, 2010 has been prepared. The project is proposed to be partially funded by special assessment to <br />property owners benefiting from the improvement. A draft amendment to the city's assessment policy is <br />attached to the Feasibility Study demonstrating a method of discounting assessments on high volume <br />roads. The Council may wish to look further into this and other options for dealing with this subject. In <br />order to proceed with the special assessment process, the City Council should approve both resolutions <br />attached. The resolution to receive the Feasibility Report and order the public hearing sets the date of the <br />public hearing as July 6, 2010. The resolution approving plans and authorizing bidding sets the bid <br />opening date to be June 1, 2010. At the June 7, 2010 City Council meeting, the Council can discuss <br />ordering the assessment hearing for July 6, 2010, the same date as the public hearing. <br />Financial Impact <br />The project cost is estimated at $671,500. The project is proposed to be funded by the Street <br />Improvement Fund and special assessments against benefiting properties. Engineering costs for <br />preparation of the Feasibility Study, preparation of the plans and specifications, and bidding documents <br />will be billed at standard hourly rates not to exceed $29,000.
