A second meeting was held by the EDA <br />• concerning reviewing the site plan at the September 11, 1995 EDA meeting. <br />Comments from .the EDA concerned landscaping the loading dock and the <br />use. of the berming. The EDA was also concerned about the outdoor storage <br />issues. Attached is a memo from Bill Rubin, Economic Development <br />Coordinator, summarizing the EDA's position. <br />The school district currently uses space in the City of Elk River's <br />maintenance facility. Due to the increased space needs of the city public <br />works department, the school district has been looking for additional space <br />for the past few years. <br />Site Plan <br />The site plan indicates a 150 foot by 140 foot (21,000 square feet) pre-cast <br />concrete building proposed for the site. The building will be used for vehicle <br />storage; maintenance, general storage and office space. The plan indicates <br />two loading docks on the north side of the building closest to Industrial <br />Boulevard and six overhead doors on the south side for vehicle storage and <br />maintenance.. The site plan also indicates a large Northern Natural Gas <br />easement near Industrial Boulevard. The school district is in the process of <br />obtaining permission from the gas company to cross their gas easement. <br />Parking and Drives <br />The applicant is proposing to overlay the entire parking area and drives .with <br />a bituminous surface. The entry drive to the warehouse dock and past the <br />southeast corner of the building is shown to be bound with concrete curb and <br />gutter as required by city code. The south side of the parking area does not <br />show curb and gutter at this time due to the fact that this area may be used <br />for future expansion. <br />The employee parking lot on the east side of the site indicates 16 parking <br />stalls. Elk River City Ordinance requires 19 parking stalls for a building of <br />this size and use. The applicant has, however, demonstrated an additional <br />10 parking stalls which could be added if parking would become a problem on <br />the south side of the parking area. <br />Drainage and Grading <br />The applicant has not yet provided a drainage and grading plan for this site. <br />If this application is approved, a drainage and grading plan must be <br />reviewed and approved prior to issuance of a building permit. <br />• <br />s:plannin g;pc:cu95-24 <br />
