ECONOMIC DEVELOPMENT AUTHORITY <br />~. <br />MEMORANDUM <br />TO: Elk River Planning Commission <br />FROM: William Rubin, EDA Executive Direct <br />DATE: September 26, 1995 <br />SUBJECT: District No. ?28 CUP Request (Lot 8, <br />Block 1, Elk River Industrial Park) <br />As the current property owner of the above-referenced site, the EIk River <br />Economic Development Authority (EDA) reviewed the conditional use permit <br />(CUP) request from District No. 728 at its meeting on September 11, 1995. <br />Two issues were identified by the EDA and are outlined as follows:. . <br />A. Dock Doors Located at the Front of the Buildin <br /> City staff had hoped that District 728 would relocate the dock <br /> doors to the rear part of the maintenance facility. However, <br /> representatives from the school district tried unsuccessfully to <br /> accomplish this and the current floor plan dictates that the dock <br /> doors be in the front. That being the case, EDA Commissioners <br /> fully support a berm in the front yard to help screen. the dock <br /> doors. In addition, it was also learned that the dock doors have <br /> a depressed area. and there is m;n;mal opportunity for trucks to <br /> be parked at the dock doors for long periods of time. <br /> B. Storage Yard <br /> The EDA was assured by representatives of the school district <br /> that the storage yard is not proposed: at this time. While the <br /> EDA recognizes that outside storage is permitted in a light <br /> industrial area, it also needs to be screened from view.- Should <br /> the'district choose to designate a storage yard in the future, it is <br /> expected that they will work with city staff to develop a <br /> screening system that is consistent. with the intent of the zoning <br /> ordinance. <br />• <br />P.O.
