This is consistent with the Master Park <br />Plan. <br />Planning Commission Action <br /> <br />The Planning Commission conducted a public hearing regarding this request at its August <br />14, 2001 meeting. Mrs. Brown, adjacent property owner spoke of her concerns regarding <br />the general public accessing her property via the power line corridor. <br /> <br />The Commission voted unanimously to recommend approval of the request to the City <br />Council. <br /> <br />Final Plat Approval <br /> <br />The applicant is requesting final plat approval for Kliever Lake Hills. The final plat will <br />consist of the right of way for Street B and one lot for the water tower. The remainder of <br />the property will be platted as an Outlot. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend that the City Council approve the attached <br />Resolution including the subject property in the Urban Service District prior to 2007 based <br />on the following findings: <br /> <br />THE PARCEL IS CURRENTLY IDENTIFIED IN THE <br />COMPREHENSIVE PLAN AS MEDIUM DENSITY RESIDENTIAL AND <br />WITHIN THE URBAN SERVICE DISTRICT; <br /> <br />0 <br /> <br />URBAN SERVICES WILL BE AVAILABLE FOR EXTENSION TO THE <br />PROPERTY FROM THE KLIEVER LAKE FIELDS DEVELOPMENT IN <br />2002; <br /> <br />e <br /> <br />THERE IS NO FINANCIAL IMPACT TO THE CITY OF ELK RIVER <br />FOR THE EXTENSION OF URBAN SERVICES TO THIS PARCEL; <br /> <br />e <br /> <br />THE PARCEL CAN BE SERVICED WITHOUT IMPACT TO OTHER <br />PARCELS WITHIN THIS AREA OF THE URBAN SERVICE DISTRICT. <br /> <br />Staff and the Planning Commission recommend that the City Council approve the <br />preliminary plat of Kliever Lake Hills with the following conditions: <br /> <br />1.
