June 1, 2001 <br /> <br />Honorable Mayor Stephanie Klinzing <br />Elk River City Councilmembers <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />Dear Mayor Klinzing and Councilmembers: <br /> <br />As you are aware, Riverside Companies has negotiated with Elk River Utilities to sell one acre of <br />land for the construction of a water tower in east Elk River. The acre of land is within a 40-acre <br />parcel south of the Holzem property south of County Road 12. This property is not currently <br />within the Urban Service District nor is it platted. We will be submitting a land use amendment and <br />preliminary plat request for review by the Planning Commission in July. <br /> <br />Our purchase agreement defers trunk watermain assessments and fees until development occurs. At <br />this time it is unknown if trunk sewer will be installed at the same time as the trunk watermain. We <br />would like to clarify our position regarding trunk sanitary sewer assessments. If trunk sanitary sewer <br />were installed, we would request that assessments be deferred until Fall 2003. We do not anticipate <br />developing this property until that time.
