Public Hearing on Mississippi <br />Riverfront Pathway Project <br />Concept Plans <br />1"ntroduction <br />At its August 2' 1 meeting, the EIk River City Council authorized a public <br />hearing for October 2, 1995, to consider the concept plans for the Mississippi <br />Riverfront Pathway Fraject. <br />Background <br />• <br />The HRA memo for its October 2 public hearing is attached to this memo. In <br />addition, it should be reiterated to the City Council that the public hearing <br />relates to the concept plans. far the Mississippi Riverfront Pathway Project. <br />The public hearing is not about sources of funding, etc., because the <br />Riverfront Corridor Committee and Hoisington Koegler Group, Inc., have not <br />;progressed to that point. Positive action on-the concept plans. enables the <br />Riverfront Corridor .Committee to advance to the next stage ixi Hoisingtan's <br />Contract for Services. Progressing to the next stage will enable both the <br />Riverfront Cori~.dor Committee and Hoisington the opportunity. to further <br />refine the. plans, better establish the project's costs, and, more importantly; <br />pursue and evaluate potential sources of project financing. <br />The need to advance to the next stage of the contract is moxe thoroughly <br />outlined in the contract itself. The Riverfront Corridor Committee has <br />reached he end of "phase one" -which is steps l through 4 of the work. <br />program. Conceptual approval of the puns submitted to date- enables the <br />HRA and its Riverfront Committee the opportunity to enter "phase two", or <br />step 5 and on to "phase three" or step G of the contract. Estimated costs. for <br />phase t«~o and phase three are $11,389 (plus expenses). These costs are <br />consistent with the HRA's action of June 5 when it approved the Contract for <br />Services Frith Hoisington Iioegler. <br />P.O.
