West, Fire Chief <br />DATE: September 27,1995 <br />SUBJECT: Heating and A/C for the Fire Station <br />I would like to give you a little background on the heating and A/C units for the Fire <br />Station located at 415 Jackson Avenue. The heating system for the buildmg is original <br />equipment which was put in when the station was build in 1971. During this past winter, <br />there were numerous days when we would have a condition inside the building of a <br />buildup of Carbon Monoxide due to a malfunctioning furnace. After discussion with Cliff <br />Skogstad, the building inspector for the City of Elk River, it was noted that this condition <br />had occurred at certain times in past heating seasons. The frequency of this occurrence <br />was greater during this past winter season. The reason for this Carbon Monoxide <br />• condition inside the building was due to a downdraft pushing Carbon Monoxide through <br />the vent pipe down into the building. We discussed this with various plumbing and <br />heating contractors in the area of Elk River. With the age of the heating system, it was <br />recommended not to spend money on the system and to upgrade to rooftop units with <br />direct venting to the outside of the building to eliminate the possibility of a Carbon <br />Monoxide condition within the building. I am also recommending the installation of new <br />water heaters as to the age and condition of the present water heaters inside the fire <br />station. <br />We have received two bids for the work to be proposed. We solicited bids from the Elk <br />River area. One of the plumbing and heating contractors in Elk River declined to bid due <br />to the busyness of his company. We have a proposal from B & D Phunbing and Heating, <br />located in St. Michael, Minnesota. The proposal for the heating and A/C and water <br />heaters, the total is $8,300.00. The second proposal is from Peterson and Penny Co., in <br />Coon Rapids, MN. The total proposal with heating and A/C and water heaters is <br />$7,283.26. I am recommending that the proposal of Peterson and Penny, from Coon <br />Rapids, MN be accepted at this time for the installation of a new heating, A/C system, and <br />water heaters for the fire station. Cliff Skogstad, City of Elk River Building Official and <br />myself will be present at the October 2, 1995 City Council meeting to answer any <br />questions in reference to this issue.
