MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council <br />Scott Harlicker, Senior Planneff~/ <br /> <br />August 20, 2001 <br /> <br />SUBJECT: Case No. OA 01-07 <br /> Request to Initiate Land Use Study <br /> <br />Item # 7-1- <br /> <br />Request <br /> <br />The Planning Commission requests that the City initiate a land use study to determine if the <br />area located at the southeast corner of the intersection of 175th Avenue and Tyler Street <br />should be included in the Urban Service District. <br /> <br />Attachments <br /> <br />· Location map <br />· Map showing existing urban service boundary <br />· Map of properties to be studied <br /> <br />Overview. <br /> <br />At the July 24th Planning Commission meeting, the Commission was asked to consider a <br />request by Cascade Land Company to amend the Comprehensive Plan to include a 6 acre <br />parcel in the Urban Service District. The Commission determined, after discussing the <br />changes that are occurring in the area, that it would be beneficial to study a lager area than <br />just the individual 6 acre parcel. <br /> <br />The Commission did not want to look at this area in a piecemeal fashion. Rather, they felt <br />the City should initiate a comprehensive analysis of the whole area. The area is about 80 <br />acres and affects 8 property owners. The changes that the Commission felt warranted a <br />comprehensive study of the area included the reconstruction of 175t~ Avenue and the <br />possible extension of utilities down 175~, the Northstar Corridor commuter rail <br />station/MnDOT park and ride facility, and the proposed Elk River Station project. <br /> <br /> <br />
