Hetland/AS 95-09 <br />September 18, 1995 <br />Page 2 <br />• In order to construct a home on this parcel, the outlot status of the parcel <br />must be changed which can be accomplished through an administrative <br />subdlivision. <br />Outlot A <br />Outlot A of Lundgren Homes First Addition is a long, somewhat narrow, <br />parcel. Staff is unsure why this parcel was classified as an outlot due to the <br />fact that it does not serve any drainage or utility purpose. One possible <br />scenario is that when Lundgren Homes First Addition was platted in 1974, <br />all the parcels were serviced by private septic systems and wells. Outlot A <br />may have been considered too small to support a septic system and well and, <br />therefore, was left as a remnant outlot not serving any definite function. The <br />topography of the site does fall off to Albany Street, but there does appear to <br />be ample room to construct a home and meet all the setbacks. Due to the <br />configuration of the lot, the home will be required to be constructed on the <br />north side of the parcel. The south side of the lot is too narrow to meet all of <br />the structure setbacks. Care will need to be taken when a home is <br />constructed to ensure that positive drainage occurs away from the back of the <br />home. <br />• Sewer and Water <br />The subject site was part of the Westwood Area improvement project and the <br />applicant was assessed $9,715.24 for the outlot for city sewer and water. <br />When city sewer and water was extended past the subject site, astub-in was <br />made available as the city anticipated that the outlot could support a home. <br />The applicant would now like to sell the parcel in order to help pay for the <br />added assessments. <br />Park Dedication <br />When Lundgren Homes First Addition was platted in 1974, park dedication <br />was likely not paid for Outlot A due to the outlot status of the parcel making <br />the lot unbuildable. With this in mind, staff and the Park and Recreation <br />Commission recommend that with the replatting of Outlot A, park dedication <br />in the amount of $500 be paid prior to recording the parcel. <br />Surface Water Management Impact Fee <br />With the creation of any new parcel, a surface water management impact fee <br />of $123.60 is required for parcels with city sewer and water. If the <br />• administrative subdivision is approved, staff would recommend that this fee <br />be paid prior to recording of the administrative subdivision. <br />
