~/ <br />City of <br />Elk -~ <br />River <br />REQUEST FOR ACTION <br />To Item Number <br />Ma or & Ci Council 3.3. <br />Agenda Section Meeting Date Prepared by <br />Consent April 12, 2010 Rebecca Haug, Environmental <br /> Administrator <br />Item Description Reviewed by <br />MS4 and Construction Site Erosion Control Training Lori ohnson, Ci Administrator <br /> Reviewed by <br />Action Requested <br />Approve spending $4,000 out of the Surface Water Management Fund to hire Bonestroo, Inc., to provide <br />training to required City Staff on construction site erosion and sediment control and the MS4 program. <br />Background/Discussion <br />The City of Elk River has been classified as a Municipal Separate Storm Sewer System (MS4) community <br />by the Minnesota Pollution Control Agency (MPCA) since 2003. As part of this program, the MPCA is <br />doing random audits of communities to ensure that the permit requirements are being met. Staff has <br />been in contact with some of the communities that have been audited and one of the issues that the <br />MPCA has noticed was lack of training for staff who deals with erosion and sediment control in the <br />communities. After being notified of this, staff contacted the League of MN Cities MS4 Coordinator <br />who suggested having employees attend the University of MN Extension training or hire Bonestroo to <br />conduct a specialized training for Elk River staff. <br />Staff felt that a specialized training would better meet the needs of Elk River and contacted Bonestroo to <br />see about the feasibility of providing this training. They are willing to provide atwo-day training course, <br />course materials, and certificates of attendance. This training will satisfy the MPCA training requirements <br />for the MS4 program. <br />Employees from the Environmental Division, Building Division, Planning Division, Streets Division, <br />Park and Recreation Department, and Elk River Municipal Utilities would be attending this two-day <br />course. The training is tentatively scheduled for all day May 4 and May 6 with half of the second day <br />being out in the field. The fee for this specialized training is $4,000 and will certify that approximately 22 <br />City of Elk River employees are certified in construction site erosion and sediment control and the MS4 <br />program. <br />Financial Impact <br />• $4,000 out of the Surface Water Management Fund <br />Attachments <br />• • Letter dated April 2, 2010 from Jesse Carlson, Bonestroo, Inc. <br />C:\Documents and Settings\jmiller\Local Settings\Temporary Internet Files\OLK3E\Action Requested-training.doc <br />
