The seed for the Cot~i[1 Family Cancer was plan:ed tn 1989 while :he Red 'Nlng School Otsmc:
and Head Sm.'-: were developing plans for a joint public school Head Sca.,-:, program to se.we
children both with and without disabiiii:ies. The model provided clarity for the ,Asion of famiip'
centered ser'~fices. As this inclusive preschool program was implemented success~,:i!y. 'zcth
agencies recognized :he need to expand this 2,~p. e of collaborative relationship with other
communi~ agencies. The model proved that the ideal manner in which :o serve Foung ch~dren
and :heir families would be one of cooperation and ultimately collaboration.
Concu=ent!y. :he Ocodhue Coun(~' !nteragency Early [nte.'-venf. on Commit-tee was dfiLcent'.y
working to break down interagency banders by s~engrhening bonds and communication be.~u'een
agenc:.es se.'"~ing ~i young children. Through this process :he agencies realized that u,'crl~.ng :.n
isolation had created many problems for :he individual agencies, inc!udin~ :he duptlca:icn of
se.~-!ces, an inherent !ack of consisten,~ communication and at times, ineffective use of scarce
resources. The agencies, akhough [ndenendendk' pro,ding quali[u se.wice, realized :ha: :ego:her
:he effectiveness cf each individual prcrra:.'a would be 2reafiy enhanced throuc~h col!aborn:ica.
