Item # 5.4. <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: John Anderson, P.E. <br />DATE: April 12, 2010 <br />SUBJECT: Main Street Pavement Rehabilitation <br />Background <br />The City Council discussed the need for pavement rehabilitation on Main Street from Lowell Avenue <br />to the Bridge in 2009. This item was included in the Capital Improvement Plan for 2010. The City <br />Council has expressed an interest in assessing a portion of the cost of this project to the benefiting <br />properties. Staff feels that it is worth considering expanding the scope to include the section of Main <br />Street from the Bridge to Orono Road. <br />Proposed Improvement <br />The proposed pavement rehabilitation process proposed for this roadway is Full Depth Reclamation. <br />This is the same process as was done in 2009 in the Morton /Norfolk neighborhood. It involves <br />grinding the existing pavement and blending it with the gravel below, shaping and placing two, two- <br />inch layers of bituminous pavement. Plans for this work have been prepared as part of the stimulus <br />funding application submitted in 2009. The standard fox pedestrian ramps has changed since the <br />reconstruction in 1988 and possible upgrades to these installations may be required to be included in <br />this project. <br />Assessments <br />The areas that this section of Main Street is in have been assessed for various past projects that include <br />the following, 1988 Main Street Reconstruction, 2003 Reconstruction, 2005 Reconstruction, 2008 <br />Overlay, 2009 Full Depth Reclamation. It has been assumed that properties previously assessed fox all <br />projects, except the 1988 Main Street Reconstruction, will not be assessed for the 2010 project. Staff is <br />suggesting that the assessment rate for 2010 be set based on bituminous overlay projects in the past. <br />Schedule <br />As the project is proposed to be assessed, the schedule fox the project needs to accommodate the <br />public hearings and notices required by MN Chapter 429. A project schedule has been laid out that <br />begins with the Ciry Council considering ordering a Feasibility Study at the Apri119, 2010 Ciry Council <br />meeting. T'he construction is targeted to begin after the Sherburne County Fair Parade in mid July on <br />Main Street and conclude before school opens in September. <br />I have prepared a presentation on these issues and will be in attendance at the Apri112, 2010 Ciry <br />Council Workshop to present this material and answer questions. <br />S:\Public Bodies\Council\Streets\Main Street Rehabilitation 04 12 l0.doc <br />
